The three permit paths (most homeowners don't know there are three)
Cosmetic only (no permit required): paint, flooring, cabinet-box swap in the same location, like-for-like fixture replacement, non-structural tile. No permit, no inspection, zero LADBS interaction.
Express permit via PermitLA (same-day online): like-for-like plumbing fixture swap, like-for-like water heater replacement, single-outlet electrical add, minor window replacement. Submitted online, approved within hours in most cases.
Standard plan-check: structural work, layout changes, plumbing relocation, gas-to-induction conversion with panel upgrade, addition, new ADU, seismic retrofit, anything requiring structural engineering. 2–4 weeks for simple residential, 4–12 weeks for complex or post-fire rebuilds.

Plan-check queue length varies by branch by month. Van Nuys ran 14 weeks deep after the January 2025 fires because of the rebuild surge. Metro is typically the fastest. A good GC checks current queue depth per branch before committing to a timeline.

Beverly Hills plan-check is notoriously 8–14 weeks longer than city-of-LA equivalents due to stricter tree and hillside review.
Santa Monica enforces its own Green Building Code with stricter energy and water requirements than California baseline.
