HPOZ Rules for LA Homeowners (2026)

Los Angeles has 37 HPOZ (Historic Preservation Overlay Zones). If your house is inside one, any exterior change — and some interior changes — require Historic Preservation Board review on top of LADBS plan-check. This is the plain-English guide.

Angelino Heights, Banning Park, Carthay, Country Club Park, Country Club Heights, El Sereno-Berkshire, Franklin Hills, Gregory Ain Mar Vista Tract, Hancock Park, Harvard Heights, Highland Park, Hollywood Grove, Jefferson Park, Lafayette Square, Lincoln Heights, Miracle Mile North, Mount Washington, Oxford Square, Pico-Union, San Pedro, South Carthay, South Park, Spaulding Square, Sunset Square, Van Nuys, Vinegar Hill, West Adams, Western Heights, Whitley Heights, Wilshire Park, Wilton, Windsor Square, Windsor Village, Willmore (in Long Beach), Silver Lake, Balboa Highlands, Colfax Meadows (in Studio City).

Partial HPOZ neighborhoods (some parcels inside, some outside): Mid-Wilshire, Jefferson Park, West Adams, San Pedro, Highland Park, Mount Washington, Van Nuys.

What triggers HPOZ review

Any exterior change visible from a public way: siding, windows, doors, roofing, porch, fence, front yard landscape, exterior paint color (in some zones), additions, garages, ADUs, solar panels (location matters).

Some interior changes in "Landmark" structures: character-defining features like original built-ins, tilework, staircases.

Demolition — ANY demolition inside an HPOZ requires Historic Preservation Board approval, not just permit.

What does NOT trigger HPOZ review

Interior-only work in non-Landmark structures (most kitchen and bathroom remodels).

Rear-yard work completely hidden from public view (in some zones).

Routine maintenance with like-for-like materials.

How long HPOZ review takes

Minor work (paint, window replacement matching existing): Certificate of Compatibility, 2–4 weeks staff review.

Major work (addition, facade change, demolition): Certificate of Appropriateness, 6–12 weeks Board hearing cycle.

Non-contributing structures (usually built after the district's period of significance): often qualify for streamlined review.

Who is Baily?

Baily is named after Francis Baily — an English stockbroker who retired at 51, became an astronomer, and in 1836 described something on the edge of a solar eclipse that nobody had properly articulated before: a string of bright beads of sunlight breaking through the valleys along the moon's rim.

He wasn't the first to see them. Edmond Halley saw them in 1715 and barely noticed. Baily's contribution was clarity — describing exactly what was happening, in plain language, so vividly that the whole field of astronomy paid attention. The phenomenon is still called Baily's beads.
