Proceso de permisos LADBS — Guía homeowner 2026

Los permits LADBS son el mayor riesgo de schedule en cada remodelación LA. Esta guía recorre los tres paths (cosmetic sin permit, same-day express, full plan-check), los timelines realistas 2026, las cuatro LADBS branches, y los moves que ahorran 4–8 semanas.

Los 3 permit paths en LADBS

Path 1 — No permit required (cosmetic only). Paint, flooring replacement, cabinet box swap en misma ubicación, like-for-like fixture replacement (faucet por faucet, toilet por toilet, light fixture por light fixture), y non-structural tile. Cero permit, cero inspection, cero interacción con LADBS. Cuidado: si el scope "cosmético" incluye mover algo, cambiar capacity, o cambiar location — ya no es cosmético y necesitas permit.

Path 2 — Express permit (same day). Plumbing, electrical, o HVAC work en ubicación existente sin layout change. Ejemplos: reemplazar un water heater por otro de la misma tonnage, cambiar un panel electrical de 100A a 200A, reemplazar HVAC condenser. El homeowner o contractor llena la application, paga el fee, y LADBS emite el permit same-day. Inspection al final del work.

Path 3 — Plan check (standard o complex). Cualquier structural change, addition, new construction, o remodelación mayor. Standard plan check (8–16 semanas): kitchen remodel con wall changes, bathroom addition, ADU, seismic retrofit. Complex plan check (14–24+ semanas): full home remodel, custom home, commercial, HPOZ overlay, Coastal Zone overlay, hillside ordinance, multi-family.

Las 4 LADBS branches y por qué importa cuál

Cada LADBS branch opera con su propio staffing y backlog — lo que afecta realistically cuánto tarda tu plan check. En 2026 las branches con más backlog son Van Nuys (San Fernando Valley demand) y West LA (post-Palisades rebuild surge). Metro y San Pedro están corriendo con menos delay.

LADBS Metro (201 N Figueroa St, DTLA): cubre DTLA, Silver Lake, Echo Park, Hancock Park, Mid-Wilshire, Larchmont, Los Feliz, Mount Washington, Highland Park, Eagle Rock, Atwater Village, Glassell Park, Koreatown, Chinatown, Boyle Heights, Lincoln Heights.

LADBS Van Nuys (6262 Van Nuys Blvd): cubre todo el San Fernando Valley — Encino, Tarzana, Woodland Hills, Sherman Oaks, Studio City, Van Nuys, Northridge, Chatsworth, Porter Ranch, Mission Hills, North Hollywood, Panorama City, Winnetka, West Hills, Sylmar, Pacoima, Sun Valley, Valley Village, Lake Balboa.

LADBS West LA (1828 Sawtelle Blvd): cubre Brentwood, Pacific Palisades, Venice, Mar Vista, Playa Del Rey, Playa Vista, Westchester, Bel Air, West LA, Cheviot Hills, Palms, Rancho Park, Del Rey. Post-enero 2025 Palisades Fire, esta branch tiene el backlog más alto.

LADBS San Pedro (638 S Beacon St): cubre the harbor — San Pedro, Wilmington, Harbor City, Harbor Gateway, Rancho Palos Verdes (partial). Menor backlog normalmente.

Jurisdicciones independientes — no son LADBS

Dentro del metro LA pero con su propio building department: Santa Monica, Beverly Hills, Burbank, Pasadena, Culver City, West Hollywood, Long Beach, Glendale, Hermosa Beach, Manhattan Beach, Redondo Beach, South Pasadena, San Marino. Cada una tiene su propio code interpretation, permit fees, timelines, y staff. Generalmente son MÁS lentos que LADBS porque tienen menos personal — budget 50–100% más timeline vs city-of-LA equivalent. Para unincorporated LA County (Altadena, Topanga, La Crescenta, Malibu unincorporated, Westlake Village), plan-check va a LA County Department of Public Works (LACDPW).

  1. Paso 1
    Determina permit path

    Cosmético sin permit? Express permit? Over-the-counter? Standard plan-check? Complex plan-check con overlay? Baily te guía según tu scope en minutos.

  2. Paso 2
    Prepara plan set

    Architect o design-build contractor dibuja plan set completo: site plan, floor plans, elevations, sections, structural, MEP, Title 24, fire sprinkler si aplica.

  3. Paso 3
    Identifica tu LADBS branch

    Según tu ZIP, confirma branch: Metro, Van Nuys, West LA, o San Pedro. Si tu city es independent (Santa Monica, Beverly Hills, Burbank, Pasadena), va al building department local.

  4. Paso 4
    Submit online

    LADBS usa el sistema eCapsule para digital submittals. Upload plan set PDF, llenar application data, pagar plan check fee upfront.

  5. Paso 5
    Respond to plan checker comments

    LADBS responde comments típicamente en 30 días. Resolve cada comment con drawing revisions o clarifications. Puede tomar 1–3 rounds.

  6. Paso 6
    Pagar permit fee + pull permit

    Cuando plans aprobados, pagar permit fee final y LADBS emite el permit. Ya puedes empezar construction.

  7. Paso 7
    Inspecciones durante construction

    Rough inspections (foundation, framing, rough plumbing, rough electrical, rough mechanical, insulation, drywall before finish). Final inspections al terminar cada trade.

  8. Paso 8
    Certificate of Occupancy

    Después del final de todos los trades + final inspección building, LADBS emite CofO. La casa puede ocuparse legalmente.

Who is Baily?

Baily is named after Francis Baily — an English stockbroker who retired at 51, became an astronomer, and in 1836 described something on the edge of a solar eclipse that nobody had properly articulated before: a string of bright beads of sunlight breaking through the valleys along the moon’s rim.

He wasn’t the first to see them. Edmond Halley saw them in 1715 and barely noticed. Baily’s contribution was clarity — describing exactly what was happening, in plain language, so vividly that the whole field of astronomy paid attention. The phenomenon is still called Baily’s beads.
