No — Summerlin is part of unincorporated Clark County, not the City of Las Vegas, and that distinction matters more than almost any other Las Vegas homeowner realizes. The Summerlin master plan was developed by Howard Hughes Corporation on land that was never annexed by the city, so even though the post office address often reads Las Vegas NV, your actual permit jurisdiction is the Clark County Building and Fire Prevention Division on Grand Central Parkway.

This applies to every Summerlin neighborhood — Summerlin North, Summerlin South, Summerlin West, The Ridges, The Hills, The Mesa, The Vistas, The Trails, Stonebridge, Reverence, and the newer west-side villages still being built out. It also applies to the unbuilt parcels and the Red Rock Canyon edge. Your permit, your plan review, your inspection, your certificate of occupancy — all of it goes through Clark County, not the City of Las Vegas.

The practical consequences come up constantly. Submitting drawings to the wrong building department adds two to four weeks to a project as the application is rejected and rerouted. Some contractors carry registrations or business licenses with the City of Las Vegas only and have to add a Clark County registration before they can pull permits in Summerlin. Code amendments differ between the two jurisdictions — for example, certain solar setback rules, fire-rated wall details, and stair geometry are not identical. There is a separate jurisdiction layered on top: the HOA. HOA review runs in parallel with Clark County review, not in series, but you cannot start work until both have approved.
