How to Rebuild After Wildfire (LA 2026 — SB 1103 Pathway)

Rebuilding after a wildfire in LA is governed by SB 1103 (2024) expedited permitting, CBC Chapter 7A WUI hardening, and defensible-space PRC 4291. These seven steps compress the 18-24 month rebuild timeline by 4-6 months compared to standard procedures.

Step 1: Lock the insurance claim with a public adjuster before signing anything

Within 30 days of the fire, engage a licensed public adjuster (not the insurance company's internal adjuster) to document the total loss. Public adjusters earn 8-12% of the settlement and typically increase settlements 30-50% vs insurance-company initial offers. California insurance code section 10103.7 sets the rules.

Step 2: Enroll in the county debris-removal program (ROE — Right of Entry)

Sign the ROE (Right of Entry) form with LA County Department of Public Works to have debris removed by the federal USACE / CalOES contractors at no out-of-pocket cost. Private debris removal is permitted but must meet state Phase-II hazardous-material standards — typically 2-3x the cost of the county program and slower by 2-4 months.

Step 3: Test soil and foundation for contamination before any rebuild design

Step 6: Defensible space per PRC 4291 must be maintained through rebuild

Public Resources Code 4291 requires 100 feet of defensible space around the structure — Zone 1 (0-30 ft): non-combustible hardscape, trimmed plants. Zone 2 (30-100 ft): reduced vegetation, cleared understory. CAL FIRE inspects as part of the final permit sign-off. Start Zone 1 and Zone 2 clearing during framing, not at the end.

Step 7: Re-certify utility connections (SCE, LADWP water, gas) before CofO

Utility meters removed during the fire must be re-certified for service. SCE (electrical) inspects the new panel and restores service post-final-inspection. LADWP water main reconnection requires a pressure test. SoCalGas re-lights pilots after leak testing. Schedule each utility inspection before the final LADBS walk — delay here is the #1 rebuild-completion bottleneck.
