How to Do a Co-op Alteration Agreement (NYC 2026)

NYC co-op alteration agreements add 6-14 weeks and $3-8K in admin fees beyond the NYC DOB permit itself. These seven steps compress the timeline and prevent the #1 failure mode: an alteration agreement bounced by the co-op's attorney for a missing insurance rider.

Step 1: Review the proprietary lease and house rules BEFORE designing the project

The proprietary lease defines what alterations are allowed — some co-ops prohibit wet-over-dry construction (moving a bathroom over a neighbor's bedroom), others restrict hours. House rules add specifics on work hours, elevator use, dust protection. A competent NYC architect reviews these before any design work.

Step 2: Assemble the alteration-agreement package per your co-op's checklist

Typical package: design drawings stamped by a NY RA (Registered Architect) or PE (Professional Engineer), scope narrative, schedule, contractor's license + insurance, workers' comp certificate, security deposit (usually $2-5K held by the co-op), signed alteration agreement. Missing any item bounces the submission back 1-2 weeks.

Step 3: Verify the contractor holds a NYC DOB license plus NYC DCWP home-improvement registration

NYC has a two-layer contractor licensing: NYC DOB (Department of Buildings) for permit-pullers, NYC DCWP (Department of Consumer and Worker Protection) for home-improvement contractors. Residential alteration contractors need both. Look up DOB at a-810-pcms.nyc.gov and DCWP at www1.nyc.gov/site/dca.

Step 4: Insurance riders must name the co-op corporation AND the managing agent as Certificate Holders

Standard residential COI names only the homeowner. NYC co-ops require insurance riders adding the co-op corporation, the managing agent, and (often) the building itself as named insureds. The contractor's broker issues these riders in 3-5 business days. Missing riders = alteration agreement rejected.

Step 5: File the DOB permit via DOB NOW (online portal)

NYC DOB permits for alterations file via DOB NOW: Build. Typical permit: ALT-II (interior work, no change of use). Filing fee 0.2% of estimated project cost. Plans examined by DOB plan examiner, typical approval 4-8 weeks. Concurrent with co-op alteration-agreement review.

Step 6: Schedule required DOB inspections: rough plumbing, rough electrical, final

NYC DOB requires scheduled inspections at plumbing rough-in, electrical rough-in, and final. Each inspection requires a signed plumber/electrician's Special Inspection Agency letter. Missed inspections require re-scheduling ($150-300 fee per re-inspection) and can add 1-2 weeks.

Step 7: Obtain the Letter of Completion from DOB and submit to the co-op

After the final inspection passes, DOB issues a Letter of Completion (LOC). The co-op's alteration agreement requires submission of the LOC before releasing the security deposit. Total timeline: board approval 2-4 weeks, DOB permit 4-8 weeks, construction 6-14 weeks, DOB final + LOC 2-4 weeks, security deposit release 4-8 weeks after LOC.
